Grim and the Grave tweaks

This makes the following changes to the Grim and the Grave DLC:

*Flagellants now have their Strength of the Penitent ability in campaigns--it was previously set to require enabling, like spells or Hero abilities.

*Regiments of Renown can gain experience in campaigns (cannot rank up in custom battle--if I can find out why this may be changed in an update).

*Regiments of Renown now belong to the same unit sets as their base unit. In other words technology and skills that affect a regular unit should also change the Regiment of Renown.

*Honest Steel now affects Free Company Militia and Flagellants (and assocciated Regiments of Renown)
